1) DDD RECRUITMENT NOTICE – 103 Moldova

The Institute of Public Administration of Canada (IPAC), acting as Canadian Executing Agency (CEA) for a DFATD-funded Deployment for Democratic Development (DDD) program, is seeking a Canadian expert to provide advice on communications and public opinion on key governmental policies to the Prime Minister of Moldova

NOTE: This is an immediate, short term assignment with the Canadian expert required to be in station by early-to-mid August, remain in place for about 6 weeks, and have fully completed all tasks by the end of September at the latest.

Initiative Overview

The signing of Moldova’s EU Association Agreement on June 27, 2014 and their upcoming parliamentary elections on November 30, 2014 are two important milestones for the country this year. This project aims to strengthen Moldova’s citizen participation, stability and prosperity, and to foster the rule of law, freedom and democracy and support accountable public institutions as Moldova moves forward on its path toward European Union integration.This project will directly support Moldova’s transition to a functioning democracy and market economy on its path to EU integration by providing Canadian expertise in the field of polling, message development and strategic communications. The advisor will help the Prime Minister’s office to measure the public mood, plan, elaborate, test and deliver messages to the target audience on Moldova’s democratic development and its European Integration agenda, as well as craft communication strategies and tools that will promote citizen engagement and help advance the country’s democratic consolidation and economic agenda, in line with its European and western aspirations.

Centennial College Helping Youth Pursue Education Program

The HYPE program at Centennial College has given many young people new confidence to return to school by helping to overcome the economic and social barriers that may have interfered with school attendance in the past and by providing a nurturing, inclusive environment for youth aged 17-29, primarily living in the underserved neighbourhoods of Toronto.

The HYPE Program provides a six-week on-campus, tuition-free learning experience, including learning materials, transportation, and meals, to reduce as many barriers as possible to post-secondary education.

This summer, from July 2 – August 7, classes will run Monday to Wednesday, from 10:00am to 3:00pm with an hour allotted for lunch. Thursdays operate in the same manner, however, instead of class, the entire group of students come together to participate in skill and personal development workshops, such as Personal Empowerment and Financial Management. On Fridays, HYPE offers optional workshops for those who are interested in pursuing post-secondary education or for those who are interested in seeking full time employment in the fall.

Membership Records Unit, Membership Services Department
Regular Position, Category 13 - Salary Range $41,856 – $56,813

Drawing on your experience in high volume records handling in a modern database environment, you will support the ongoing maintenance of the Member Registry by maintaining electronic, hard copy and microfiche filing systems, as well as reviewing and imaging incoming documents and updating client electronic files. An ability to contribute positively to a fast-paced team, familiarity with Microsoft Office, advanced keyboarding speed and accuracy, as well as familiarity with university transcripts are assets for this position. Both French- and English-language oral and writing proficiency are essential for this position. French language proficiency is required at the following Canadian Language Benchmark levels: oral expression (8), oral comprehension (8), written comprehension (9), and written expression (8).

Responsibilities:

· Maintain electronic and hard copy filing systems in support of the registry functions of the Membership Services Department.

· Review incoming documents to determine type, authenticity, and nature of the writer’s request.

· Scan incoming documentation using College imaging equipment and update membership database.

· Receive and process fee payments and requests for change of information in membership database.

· Receive and process requests for statements of standing, duplicate certificates and other documents.

· Process applications for certification and generate application status update information for new applicants and customized letters in response to other service requests.

· Provide assistance and clarification for all file types.

· Track and expedite client files, prepare chronologies on exceptional cases

· Process reports from faculties received for Ontario New Graduates and members who have completed additional qualification courses.

· Log positive Criminal Records Checks documentation for presentation to Officer and Director.

· Process membership record update requests received from Executive Department.

· Print duplicate and one-off certificates and original documents as required.

· Review escalated document packages for resolution and/or referral to Officer.

· Act as the unit’s contact for their counterparts in Client Services and Evaluation.

· Review files from applicants without various required documents for acceptability and further processing.

· Provide Welcome Counter support in authenticating foreign, one-time-issued documents and provide walk-in relief coverage when necessary.

· Contact external agencies for confirmation/verification of official documentation (for example, criminal record checks, and translations).

· Perform other duties as assigned.
